Repeals existing Section 526.010 (as enacted by SB 22 of the 103rd General Assembly and SB 1211 of the 92nd General Assembly) and replaces it with a new version

Removes the previous provision that specifically allowed the attorney general to appeal preliminary injunctions against the state or statewide officials regarding Missouri Constitution provisions, statutes, or regulations

Expands appeal rights to allow any party enjoined by a preliminary injunction issued by a circuit judge or associate circuit judge to appeal the grant of that injunction

Maintains that injunctions may be granted by circuit judges or associate circuit judges
