Protects the Highway Patrol Academy Fund (Section 590.145), ensuring moneys received for training non-highway patrol peace officers remain dedicated to repair, maintenance, operation, and personal services of the patrol academy

Protects the Crime Victims' Compensation Fund (Section 595.045), which is funded by a $7.50 surcharge on criminal and traffic court proceedings and additional judgments ranging from $10 to $68 depending on offense severity, from having its state forensic laboratory account balance swept to general revenue

Protects the Boiler and Pressure Vessels Safety Fund (Section 650.277), which receives fees for boiler and pressure vessel inspections, permits, licenses, and certificates, from biennial balance transfers to general revenue

Protects the Elevator Safety Fund (Section 701.377), which funds the elevator safety and amusement ride safety boards, by replacing existing language that required unexpended funds to revert to general revenue with language explicitly prohibiting such transfers
