Beginning January 1, 2027, new health care benefit mandates enacted by the General Assembly will initially apply only to the Missouri Consolidated Health Care Plan (state employee plan) for a 36-month trial period, rather than immediately applying to all health carriers.

The Missouri Consolidated Health Care Plan board must submit quarterly reports to the Department of Commerce and Insurance starting July 1 after the first full year of coverage, detailing utilization numbers, overall costs, operational costs, and per-insured monthly costs.

The Department of Commerce and Insurance director must submit a final impact report to legislative leadership by March 1 following the second full calendar year of mandate coverage.

After reviewing the impact data, the General Assembly must take legislative action to either extend the mandate to private health carriers statewide, continue it for the state plan only, or allow it to expire automatically.

The bill replaces the previous requirement for actuarial analysis by the Joint Committee on Legislative Research prior to enactment with this post-enactment pilot program approach using actual state employee plan data.
