Missouri Board of Pharmacy may waive state pharmacy rules and regulations for nonprofit pharmacies (501(c)(3) organizations) when they dispense, ship, or deliver prescription drugs to other states or U.S. territories experiencing declared disasters or emergencies

Disaster period begins 10 days before a governor's emergency proclamation or presidential disaster declaration and extends 60 calendar days after the emergency ends, with option for gubernatorial extension

Waivers require the nonprofit pharmacy to be licensed in good standing, authorized to ship to the affected area, compliant with the destination state's emergency rules, and compliant with all federal laws

Waivers apply only to prescription drugs delivered to residents or health care facilities within the geographic area specified in the disaster declaration

Board of Pharmacy may promulgate implementing rules; any rules adopted after August 28, 2026 are subject to standard rulemaking procedures under Chapter 536
