Expands eligibility for public school extracurricular activities (athletics, fine arts, cocurricular activities) to include private school students, in addition to existing coverage for home school, virtual school, and FPE school students

Private school students qualify only if the specific activity they wish to participate in is not offered by their private school but is available at the public school district or charter school where they reside

Prohibits public schools and charter schools from requiring eligible students to attend classes or any portion of the school day as a condition of participating in extracurricular activities

Requires eligible students to meet the same requirements as enrolled public school students, including proof of residency, sports physicals, behavioral standards, and financial obligations

Imposes a 12-month waiting period on students who disenroll from public school due to academic or disciplinary issues before they can participate in public school activities as an eligible student
