Transfers appointment authority for the nine-member Missouri Charter Public School Commission from the governor (with Senate confirmation) to the state board of education

Eliminates the existing nomination process that required the governor to select members from slates recommended by the commissioner of education, commissioner of higher education, president pro tempore of the senate, speaker of the house, and Missouri School Boards Association

Retains existing composition requirements: no more than five members from the same political party, no more than two members from the same congressional district, and four-year terms with staggered initial appointments

Commission members must still possess collective expertise in governance, management, finance, school leadership, assessment, curriculum, instruction, and education law, with demonstrated commitment to charter schooling
