Creates "Mason's Law" allowing Missouri residents with health conditions or disabilities that impair communication with law enforcement to register a designation linked to their license plate number in the MULES system, effective January 1, 2027

Requires applications to be certified by a licensed physician or psychologist confirming the applicant, their child, parent, or spouse has a condition impairing communication that will last at least five years

Designations remain active in MULES for five years and can be renewed with updated physician/psychologist certification; applicants may request removal at any time

Department of Public Safety must issue guidance and education materials to all law enforcement agencies about the designation program

Department of Revenue authorized to promulgate rules for administration, subject to General Assembly review under Chapter 536
