Creates the "Fire Life-Safety Damper Inspection Verification Act" requiring mandatory testing of fire dampers, smoke dampers, and combination fire-and-smoke dampers in commercial buildings (excludes one- and two-family dwellings and townhouses three stories or fewer)

Requires acceptance testing within 12 months of installation and periodic testing at least every 4 years thereafter, with all inspections complying with NFPA 80(2016) and NFPA 105(2016) standards

Mandates that contractors hold ICB Fire and Smoke Damper Contractor Certification and technicians complete a Class A apprenticeship with at least 8,000 hours of practical HVAC experience including fire-safety-related skills

Requires building owners to post a public verification notice displaying inspection dates and results, maintain compliance records on premises, and submit operation certificates to the Department of Public Safety within 30 days of obtaining them

Establishes civil penalties of up to $1,000 per violation per day for noncompliance, with 30 days allowed to correct deficiencies after a failed inspection before violation status applies
