"Mason's Law" allows Missouri residents with health conditions or disabilities that impair communication with law enforcement to request a designation linked to their license plate number in the MULES database, effective January 1, 2027

Applications require certification from a licensed physician or psychologist that the applicant, their child, parent, or spouse has a condition expected to impair communication for at least five years

The MULES designation remains active for five years and can be renewed with updated physician/psychologist certification; applicants may request removal at any time

The Department of Public Safety must issue guidance and education materials to all state law enforcement agencies about the designation program

The Department of Revenue may promulgate rules to administer the program, subject to legislative review under Chapter 536
