Expands SNAP eligibility exemptions to include individuals convicted of felony manufacture of controlled substances, in addition to the existing exemptions for possession and use convictions

Maintains existing requirements for exemption eligibility: participation in or completion of an approved substance abuse treatment program, compliance with court and parole obligations, no additional drug offenses within one year, and demonstrated sobriety through voluntary urinalysis testing

Preserves the limit that exemptions do not apply to individuals with two subsequent felony drug convictions after their first offense

Amends Missouri Revised Statute Section 208.247, exercising the state's option under federal law (21 U.S.C. Section 862a) to opt out of the federal lifetime SNAP ban for certain drug felonies
