Repeals Section 100.240, RSMo, known as the "Show-Me Sports Investment Act," which authorized state funding for athletic and entertainment facility projects for Major League Baseball and National Football League franchises

Eliminates state authority to expend funds for stadium projects with seating capacity over 30,000, including planning, construction, rehabilitation, and improvement of facilities with minimum project costs of $500 million

Removes tax credit program that allowed taxpayers to receive credits equal to 50% of contributions to stadium projects, capped at $50 million or 10% of private investment

Ends authorization for up to 30-year state appropriation agreements tied to baseline year state tax revenues, where state bond proceeds could cover up to 50% of total project costs

Abolishes clawback provisions that required franchise owners to repay state funds if they relocated the team, facility, or headquarters out of Missouri during the agreement term
