Amends Section 321.220, RSMo to expand fire protection districts' authority to charge service fees to businesses and individuals who receive emergency services within district boundaries, regardless of whether they reside inside or outside the district

Exempts district residents and businesses with a physical address within the district from emergency service charges

Allows districts to bill the insurance companies of businesses or individuals for emergency response costs, unless coverage for fire district responses is explicitly excluded from the insurance policy

Maintains existing fee caps of $100 per fire call or alarm response, and $250 per hour (or proportional quarter-hour amounts) for responding to fires or emergencies

Changes terminology from "combating" a fire to "responding to" a fire or emergency, broadening the scope of chargeable services
