Repeals Missouri's existing abortion restrictions including the "Right to Life of the Unborn Child Act" (188.017) which banned nearly all abortions except in medical emergencies, as well as gestational limits at 8, 14, 18, and 20 weeks

Removes "abortion facility" as a separately licensed and regulated category, eliminating specific licensing requirements, annual unannounced inspections, and facility regulations that applied to abortion providers under Chapter 197

Deletes informed consent requirements including the 72-hour waiting period, mandatory ultrasound viewing opportunities, and required disclosure of fetal development information before an abortion

Eliminates prohibitions on abortions based on Down Syndrome diagnosis or the sex/race of the unborn child, and removes the ban on physician assistants performing or prescribing abortions

Removes physician disciplinary provisions related to operating unlicensed abortion facilities and strikes "abortion facilities" from health care data reporting, infection control, and medical provider definitions throughout Missouri statutes
