Prohibits knowingly transferring firearms to members of groups of two or more individuals that engage in international or domestic terrorism

Makes it unlawful for persons on the No Fly List to possess firearms

Makes it unlawful for members of terrorist groups to possess firearms

Violations of the new terrorism-related transfer provisions are classified as class A misdemeanors; unlawful possession remains a class C felony (or class B for dangerous felony convictions or prior unlawful possession convictions)
