Requires the Missouri General Assembly to appropriate state funds each fiscal year for the Kansas City Police Department equal to the amount the city appropriated in its previous fiscal year

Maintains existing requirement that the Kansas City Police Board submit a written budget estimate to the city governing body by January 15 each year

Preserves the city's obligation to appropriate the full amount certified by the police board, after deducting debt interest, city lighting costs, and sinking fund requirements

Retains the cap limiting city appropriations for the police board to no more than one-fourth of the general revenue fund in any fiscal year

Allows additional appropriations when the board calls out extra police force for expenses not contemplated in the original budget estimate
