Removes the clergy-penitent privilege exemption for mandatory reporting of child abuse or neglect, requiring ministers and religious workers to report suspected abuse even when disclosed through privileged communications

Adds "religious worker" to the list of mandatory reporters who must immediately report suspected child abuse or neglect to the division

Eliminates the statute of limitations for civil actions related to childhood sexual abuse, allowing lawsuits to be filed at any time (previously limited to 10 years after age 21 or 3 years after discovery)

Expands civil liability to include defendants whose tortious conduct causes another individual to commit childhood sexual abuse against a victim

Declares nondisclosure agreements in childhood sexual abuse cases void and judicially unenforceable
