Requires the Missouri Highways and Transportation Commission and the Department of Transportation to allow installation, operation, and maintenance of electric transmission facilities within highway rights-of-way, subject to engineering, safety, and access requirements

Defines "electric transmission facilities" to include public utilities, investor-owned utilities, utility cooperatives, municipal utilities, transmission-only entities, and merchant transmission line developers

Mandates development of uniform criteria for longitudinal and parallel colocation of transmission facilities within highway rights-of-way

Assigns specific duties to the commission and department including establishing reasonable review timelines, ensuring public safety, avoiding corridor duplication where colocation is feasible, and imposing reasonable construction conditions

Requires promulgation of rules to implement the provisions, with any rules adopted after August 28, 2026 subject to Chapter 536 rulemaking requirements
