Requires the Missouri Public Service Commission to find that any utility rate change will not be unduly burdensome to customers' current affordability of utility services

Redefines "just and reasonable" rates to mean the lowest possible ratepayer impact necessary for the utility to provide safe and adequate service

Mandates at least one local public hearing reasonably close to each utility customer's residence within the geographic area served by a utility proposing a rate increase

Requires notice of public hearings to be mailed via first class mail to every affected utility customer at least 14 days before the hearing

All public testimony and filed statements must become part of the commission's evidentiary record, and the final order must include findings describing how public input impacted the decision
