Prohibits gas, electric, water, and sewer utilities from passing on to customers costs for promotional advertising, charitable contributions, and lobbying expenses, including dues paid to trade organizations that lobby at federal, state, or local levels

Amends Section 393.130, RSMo, to explicitly classify these utility expenses as "unjust or unreasonable charges" that cannot be recovered through customer rates
