Creates new whistleblower protections for public utility employees who report unlawful acts, serious misconduct violating public policy, or regulatory violations to authorities, or who refuse to carry out illegal directives

Requires both the Missouri Public Service Commission and Office of Public Counsel to designate ombudsmen to receive complaints from protected persons about public utility violations

Mandates that whistleblower identities remain confidential as closed records under Chapter 610, with identifying information redacted from any rate case filings

Grants protected persons the right to meet with investigators, rebut utility denials, comment on preliminary investigation reports, and receive notification of final investigation results

Provides whistleblowers the same legal remedies available under Section 285.575, with rules to take effect after August 28, 2026
