Adds xylazine to Schedule III of Missouri's controlled substances list by amending section 195.017, RSMo

Provides exceptions allowing continued legal veterinary use of xylazine, including FDA-approved animal drugs, investigational use exemptions, pharmaceutical compounding by licensed pharmacists or veterinarians, and other uses permitted under federal law (21 U.S.C. Section 301, et seq.)

Xylazine is a veterinary sedative increasingly found mixed with fentanyl and other illicit drugs; scheduling would impose criminal penalties for unauthorized possession, distribution, and trafficking
