Public high schools (excluding charter schools) must administer college and career readiness assessments to all students before graduation, including a career readiness assessment leading to a nationally recognized work readiness certificate, as prescribed by the State Board of Education.

ACT WorkKeys assessments may be used to fulfill the career readiness assessment requirement for earning the National Career Readiness Certificate.

Public school districts may offer additional college and career readiness assessments at no cost to students using funds appropriated by the General Assembly.

Public institutions of higher education may adopt policies to award transcribable credit toward postsecondary technical degrees for students earning Platinum, Gold, or Silver credentials through the ACT WorkKeys National Career Readiness Certificate, following American Council on Education recommendations.

The State Board of Education is required to promulgate rules implementing these provisions, with any rules taking effect after August 28, 2026, subject to compliance with Chapter 536 administrative procedures.
