Creates the "Innovation Endowment Fund" in the state treasury to be managed by the Missouri Technology Corporation for technology and economic development purposes

Requires data storage centers completed on or after August 28, 2026 to contribute 0.5% of project costs to the fund over 20 years, reduced to 0.25% if the facility includes at least 10,000 square feet dedicated to workforce development or small business incubator space

Requires solar farms built or contracted on or after August 28, 2026 to contribute $100 per megawatt of nameplate capacity annually, adjusted for inflation using the Midwest Consumer Price Index

Fund moneys do not revert to general revenue at the end of the biennium and may also receive legislative appropriations, gifts, and donations

Missouri Technology Corporation is authorized to promulgate rules to implement the section
