Creates a new "entertainment district special license" allowing retail sale of intoxicating liquor by the drink until 1:30 a.m. Monday-Saturday and from 6:00 a.m. Sunday until 1:30 a.m. Monday, with an annual license fee of $300

Applies to cities in Missouri River-bordering counties with populations between 46,000 and 51,000 inhabitants that designate such districts by ordinance

Permits patrons to carry alcoholic beverages between licensed establishments and common areas within the district, but prohibits taking drinks outside district boundaries

Requires all alcoholic beverages to be served in containers displaying the licensee's trade name, logo, or unique identifying mark

License holders bear sole responsibility for alcohol violations on their premises, including portable bars and common areas
