Establishes the "Lori Zena Baker Act" creating a Sickle Cell Standing Committee within the Department of Health and Senior Services as a subcommittee of the Missouri genetic advisory committee

Committee membership includes six categories: a licensed physician specializing in sickle cell disease (serving as chair), a patient or family member, a researcher, a representative from a sickle cell organization, a minority health expert, and representatives from hemoglobinopathy centers contracting with the department

Committee duties include assessing sickle cell disease impact on urban communities, examining existing services and resources, and developing recommendations for school educational services about sickle cell traits and effects

Requires minimum of one public input meeting in each of three urban regions in the state

Initial report due to the General Assembly and Governor by December 31, 2027, with annual supplemental reports required thereafter; members serve without compensation
