Limits unsolicited offers to buy real property to one contact per property owner per calendar year, applying to phone calls, text messages, emails, mail, faxes, and other communications

Requires anyone making an unsolicited purchase offer to first provide their legal name, address, telephone number, and email address to the property owner

Exempts ongoing negotiations from the one-contact limit until the property owner explicitly states they do not wish to continue negotiations

Directs the Missouri Attorney General to enforce violations, including sending written notice within 20 days of receiving a report and providing investigation findings to the property owner

Authorizes civil penalties up to $2,000 per violation, plus injunctive relief, damages, and attorney fees if a court finds a violation occurred
