Department of Social Services shall implement a pilot project to purchase prepaid mobile devices and distribute them through grants to domestic violence shelters, which will redistribute the devices to victims for personal use

Shelters must apply through a grant application process and prioritize distribution to victims with the greatest need; devices must be distributed equally between rural and urban shelters based on need

Creates the "Domestic Violence Shelter Cell Phone Fund" in the state treasury to collect appropriations, grants, donations, and gifts for the program; funds do not revert to general revenue at the end of the biennium

Program is subject to appropriation and requires the department to promulgate rules for implementation

Program automatically sunsets on August 28, 2032, unless reauthorized by the General Assembly
