Requires freight railroad trains and light engines in Missouri to be operated by a minimum of two qualified crew members

Exempts helper services, hostler services (locomotive movements within rail yards), and trains loading/unloading freight at speeds under 10 miles per hour from the two-person requirement

Establishes escalating fines for willful violations: up to $1,500 for first offense, $5,000 for second offense, and $10,000 for third or subsequent offenses

Grants the Missouri Department of Transportation authority to enforce the requirements and promulgate rules

Law becomes effective only after the Missouri Attorney General notifies the revisor of statutes that a final court judgment has upheld the Federal Railroad Administration's two-person crew rule
