Requires redaction of personally identifying information (name, home address, phone number, driver's license number, Social Security number) of train crew members and engineers from publicly released records related to railroad incidents involving motor vehicles

Limits access to unredacted records to the employing railroad, parties authorized by court order, and law enforcement/attorney general/department of transportation when necessary for official duties

Mandates permanent confidentiality of crew member or engineer identifying information in all public records if a court determines they were not at fault in the incident

Assigns the Department of Transportation enforcement authority with power to promulgate rules ensuring compliance and confidentiality

Rules adopted under this section after August 28, 2026, will be invalid if the General Assembly's rulemaking review powers under Chapter 536 are held unconstitutional
