Prohibits railroads from operating trains exceeding 8,500 feet in total length on any main track or branch line in Missouri

Grants the Department of Transportation authority to adopt rules for implementation, including measurement procedures, route-specific exemptions, and violation penalties

Requires all implementing rules to comply with Chapter 536 (Missouri's administrative rulemaking procedures) and be subject to General Assembly review

Contains a nonseverability clause: if legislative powers to review or annul rules under Chapter 536 are held unconstitutional, the rulemaking authority and any rules adopted after August 28, 2026 become invalid
