Establishes the "Critical Incident Stress Management Program" within the Department of Public Safety to provide mental health services for peace officers and first responders coping with stress and trauma from critical incidents

Requires all peace officers and first responders to complete a mental health check-in with a program service provider once every 3-5 years, or participate in a department-established behavioral health program

Protects information disclosed during program services as privileged and prohibits its use in criminal, administrative, or civil proceedings against the officer or responder, with exceptions for preventing harm, written consent, or mandatory reporting requirements

Creates the "988 Public Safety Fund" in the state treasury as a dedicated fund for providing crisis intervention services, with moneys not reverting to general revenue at the end of the biennium
