Requires all Missouri judges—including supreme court, court of appeals, circuit, and associate circuit judges—to be elected through partisan elections rather than the current nonpartisan Missouri Plan (merit selection system)

Removes references throughout election law to Article V, Section 25 of the Missouri Constitution, which currently governs nonpartisan judicial selection in certain jurisdictions

Establishes filing fees for judicial candidates: $300 for supreme court, court of appeals, circuit judge, or state senator candidates paid to the state central committee

Creates judicial appellate district committees within each political party to handle nominations for court of appeals judge candidates

Takes effect only upon voter approval of a constitutional amendment repealing nonpartisan judicial selection and establishing elections for all judges
