Establishes the State Office of Archaeology within the Department of Natural Resources to work with the state historic preservation office on archaeological and paleontological preservation programs

Requires the office director to be a professional archaeologist as defined in section 194.400, serving as the state archaeological officer

Provides oversight for archaeological sites at least 150 years old, including conducting surveys and developing damage minimization steps for sites with significant value or landowner interest

Designates the office as the official repository for the state's archaeological artifacts, responsible for inventorying, analyzing, and documenting archaeological and paleontological resources

Authorizes cooperative agreements with federal agencies including the Federal Highway Administration, Departments of Commerce, Interior, Agriculture, and Defense for archaeological preservation efforts
