Appropriates approximately $5.8 billion total for the Missouri Department of Mental Health and Department of Health and Senior Services for fiscal year 2027 (July 1, 2026 - June 30, 2027)

Provides $2.79 billion for Division of Developmental Disabilities community programs including long-term care transformation initiatives and Medicaid waiver services for individuals with intellectual disabilities

Allocates $841 million for Division of Behavioral Health services including Certified Community Behavioral Health Clinic payments, adult and youth psychiatric services, and alcohol/drug abuse treatment programs

Funds $1.43 billion for home and community-based services through the Department of Health and Senior Services, including consumer-directed personal care assistance ($723 million) and respite care, adult day care, and related waiver programs ($710 million)

Transfers $131.7 million from the Veterans Health and Community Reinvestment Fund to support substance abuse treatment programs, public defender services, and Missouri Veterans' Homes as required by Article XIV of the Missouri Constitution
