Creates an "Office of Public Defense" within the Missouri Department of Public Safety to acquire and transfer machine guns to qualified residents under the federal government transfer exemption in 18 U.S.C. Section 922(o)(2)(A)

Requires applicants to complete an 8-hour machine gun safety training course including classroom instruction, live firing of at least 20 rounds, and a 20-round live-fire test at 7 yards

Authorizes acquisition of AR-15/M16-platform, M249-type, MP5-type, and other machine guns used by law enforcement or military, with priority given to Missouri-based manufacturers and dealers

Adds a $500 surcharge to each machine gun transfer, split evenly between a new "Public Defense Fund" for operational costs and the existing crime victims' compensation fund

Prohibits transferees who become prohibited persons or relocate out of state from retaining the machine gun; they must return it to the office within 7 days or prior to relocation (with compensation for out-of-state movers)
