Adds two new sections (233.298 and 233.299) to Chapter 233, RSMo, establishing procedures for dissolving or disincorporating special road districts in Missouri

Defines "inactive" special road districts as those that have not performed their functions for 5 consecutive years, held no elections for governing body members in 7 years, or been deemed unauditable by the state auditor

Allows dissolution through circuit court petition signed by a majority of the district's board of commissioners, with required public notice and hearings at least 30 days after filing

Upon dissolution of a solvent district, assets are sold and proceeds (after costs) are transferred to the county treasurer for credit to the local school district(s)

Creates a separate disincorporation process for special road districts in counties with 100,000-120,000 inhabitants (with county seats of 9,000-11,000), initiated by governmental resolution or petition of 20% of district voters, with county commission oversight of asset liquidation
