Changes extended sentencing for persistent and dangerous offenders from discretionary ("may") to mandatory ("shall"), requiring courts to impose enhanced sentences in qualifying cases

Persistent offenders (two or more felonies at different times, or one prior dangerous felony) and dangerous offenders convicted of class B, C, D, or E felonies must receive sentences one class higher than the underlying offense

Dangerous offender classification requires both: knowingly murdering, endangering, or threatening life/serious physical injury during the felony commission, AND a prior class A, B, or dangerous felony conviction

Maintains existing definitions for prior offenders (one felony) and persistent misdemeanor offenders (two or more class A or B misdemeanors at different times)

Amends RSMo Section 558.016; introduced by Senator Bean in the 103rd General Assembly Second Regular Session
