Creates the "Pay Us Back Act" requiring NFL teams that lease sports facilities receiving state appropriations under sections 67.638 to 67.646 to reimburse Missouri for "football-related public benefits" received, including 50% of convention/sports complex fund appropriations and 50% of related tax credits (adjusted for inflation).

Commissioner of administration must calculate and report total football-related public benefits to the legislature and governor by December 31, 2026.

NFL teams must make annual reimbursement payments equal to one-fifth of the total benefits from January 1, 2027 through December 31, 2031, deposited into a newly created "Sports Facility Remediation Fund."

75% of the fund must be used for demolition or conversion of the sports facility for other public or commercial use; 25% must be appropriated to the Department of Health and Senior Services for chronic traumatic encephalopathy (CTE) research.

Total reimbursements cannot exceed the total football-related public benefits received.
