Reduces the general statute of limitations from 5 years to 2 years for filing civil actions under Section 516.120, RSMo

Applies to actions on contracts, obligations, and liabilities (express or implied), statutory liabilities, trespass on real estate, and taking/detaining/injuring goods or chattels

Covers personal injury claims and other injuries to person or rights not arising from contract

Fraud claims retain the discovery rule, with the cause of action accruing upon discovery of fraud within a 10-year window

Excludes actions mentioned in Section 516.110, judgments or decrees of courts of record, and cases where different time limits are specified elsewhere in law
