Creates the "True Charity" program within the Department of Social Services to coordinate public-private, community-based, and faith-based assistance for individuals seeking self-sufficiency

Establishes a "Missouri partner network" comprising state agencies, nonprofits, private-sector organizations, and faith-based groups to provide goods and services addressing barriers like employment, housing, education, and basic needs

Requires the department to develop a website and case management system for program intake and referrals to connect individuals and families with services

Limits eligibility to voluntary participants who are Missouri residents, U.S. citizens or permanent residents, and at least 18 years old (or 16 if emancipated, or minors with parental consent)

Directs state agencies to participate at the governor's direction and utilize existing resources and personnel to operate the program
