Beginning in school year 2026-27, seven specifically-identified school districts (defined by population ranges of their encompassing cities and counties) would be completely prohibited from receiving state aid under sections 163.031 and 163.044

Four additional school districts would have their state aid calculated using a modified "local effort" definition based on calendar year 2024 property valuations and fiscal year 2025 revenue figures, and would be excluded from section 163.044 funds

Four more school districts would have their state aid calculated using the same modified "local effort" definition and would be excluded from subsection 2 of section 163.031

The modified "local effort" calculation freezes assessed property values at 2024 levels and revenue amounts at fiscal year 2025 levels for computing state aid, rather than using current-year figures

Districts are identified through highly specific population descriptors (e.g., "a village with more than sixty but fewer than sixty-seven inhabitants") rather than by name, targeting approximately 15 total school districts across Missouri
