Declares regulation of intoxicating liquor in original packages, including small liquor bottles (50 milliliters or less), a matter of statewide concern governed exclusively by state law

Prohibits political subdivisions from banning the sale of small liquor bottles by licensed sellers or imposing special taxes, fees, or container-specific regulations not uniformly applied to all liquor packages

Preserves local authority to regulate time, place, and manner of licensed establishments through zoning, business licensing, and health/safety ordinances

Voids any conflicting local ordinance, regulation, or policy in effect on or after August 28, 2026

Allows licensed sellers adversely affected by violations to sue for declaratory and injunctive relief with attorney's fees, and authorizes the attorney general to enforce the provisions
