Adds nuclear energy from facilities beginning operation after August 28, 2026 to Missouri's renewable portfolio standard, allowing utilities to meet requirements through nuclear energy credits (NECs) alongside renewable energy credits (RECs)

Reduces the portfolio requirement from 15% to 7.5% of electric utility sales starting in calendar year 2027, while maintaining the 2% solar energy minimum

Adds battery energy storage systems to the definition of "renewable energy resources" eligible for portfolio compliance

Removes nuclear fuel from the list of excluded energy sources that the Environmental Improvement Authority can finance for alternative energy development

Updates exemption criteria so electrical corporations achieving 7.5% (down from 15%) of eligible renewable and nuclear capacity by January 1, 2027 are exempt from solar rebate requirements and mandated solar standards
