Amends RSMo sections 313.205 and 313.230 to authorize the Missouri Lottery Commission to sell lottery tickets in electronic format through an internet application accessible via personal devices

Permits lottery games based on the outcome of sporting events with a maximum ticket price of $5 per ticket

Expands the definition of "lottery ticket" or "shares" to include electronic formats and credits that can be redeemed for future lottery games

Removes the restriction on coin- or currency-operated terminals and kiosks, while maintaining the prohibition on coin- or token-operated amusement devices

Authorizes electronic scratcher games, draw games, and pull-tab games to be sold through the internet application
