Repeals Section 376.1186, RSMo, which prohibited Missouri from establishing a state-based health benefit exchange under the Affordable Care Act without explicit legislative authorization through a bill, initiative petition, or referendum

Removes the prohibition on the governor using executive orders to establish, administer, or operate a state-based health benefit exchange

Eliminates restrictions that prevented state departments, agencies, and political subdivisions from applying for, accepting, or expending federal money related to health benefit exchanges without statutory authorization

Removes the prohibition on state entities providing assistance or resources to the federal government for operating a federally facilitated health benefit exchange

Eliminates the provision allowing taxpayers or legislators to sue the state for violations, including recovery of attorney's fees and court costs
