Requires the Missouri Department of Natural Resources to promulgate rules addressing environmental issues related to solar project construction, placement, and operation

Moratorium scheduled to end December 31, 2027, but will continue beyond that date if the department has not completed the required environmental rulemaking

Includes an emergency clause citing "hazards relating to construction and operation of solar projects," making the act effective immediately upon passage and approval
