Establishes automated expungement system beginning August 28, 2029, allowing eligible criminal records to be closed without petition filing for infractions, misdemeanors (after 1 year), and felonies (after 3 years) following final disposition

Limits lifetime expungements to no more than 2 felony offenses and 4 misdemeanor offenses per individual, with unlimited infractions eligible; individuals age 65+ with no convictions in preceding 10 years qualify for expungement of all eligible offenses

Requires Office of State Courts Administrator to identify and transmit eligible records monthly to prosecuting agencies, which have 60 days to object based on ineligibility, unpaid restitution, or pending charges

Creates Missouri Expungement Fund in state treasury for implementation costs, system upgrades, and staffing needs; credit bureaus limited to 7-year reporting on criminal records with liability for violations

Requires Missouri State Highway Patrol to maintain nonpublic records of expunged convictions accessible only to courts, law enforcement, and prosecutors for specified purposes including sentencing on subsequent offenses
