Prohibits all forms of weather modification in Missouri, defined as activities intended to artificially change atmospheric composition or behavior, including cloud seeding, dispersing substances as cloud condensation nuclei, and dropping pollution or biological agents from aircraft

Requires any individual or entity deploying chemicals into the atmosphere to disclose contents to the Department of Natural Resources and post a $25 million bond to cover potential environmental damages

Directs the Department of Natural Resources to create an online public reporting form for weather modification violations and investigate all reports, with authority to pursue civil action for damages, injunctive relief, and attorney fees

Expands both the Air Conservation Commission and Clean Water Commission from seven to eight members, with the new position on each requiring knowledge of weather modification

Exempts pesticide use on farming and ranching operations from the weather modification restrictions
