Adds annual inflation adjustment to the admission fee based on the Consumer Price Index for All Urban Consumers

Maintains the 50/50 split of fee revenue: half goes to the gaming commission fund, half goes to the home dock city or county

Subject to appropriation, one cent of the gaming commission fund portion may be deposited to the compulsive gamblers fund
