Expands the definition of "critical infrastructure facility" to include wireline and wireless telecommunications networks, facilities, cell towers, telephone poles, fiber optic lines, and broadband internet networks and facilities

Creates a new offense of "damage of a critical infrastructure facility" (Section 569.117) with penalties ranging from Class A misdemeanor (damage under $750) to Class C felony if the damage causes service interruption, impairment, or degradation

Establishes mandatory restitution and community service for infrastructure damage offenses: 100 hours for first offense, 200 hours for second offense, and up to 300 hours for third or subsequent offenses

Creates a new offense of "unauthorized possession of copper, brass, aluminum, fiber, or telecommunications material" (Section 569.119) as a Class E felony, elevated to Class D felony if material was stolen from critical infrastructure or the person has prior related convictions

Exempts from the possession offense owners, utilities, telecommunications providers, scrap metal dealers, and persons engaged in lawful construction or demolition who properly acquired the materials
